Indicates whether the text starts with a specified value.

Returns true if text value text starts with text value substring.
text: Atextvalue which is to be searchedsubstring: Atextvalue which is the substring to be searched for insubstringcomparer: [Optional] AComparerused for controlling the comparison. For example,Comparer.OrdinalIgnoreCasemay be used to perform case-insensitive searches
